The trials evaluated the use of mobile video for police operations with the aim of enhancing public safety in the context of Public Protection and Disaster Relief (PPDR) alongside the 5GEPICENTRE and AFFORDABLE5G projects, where the 5GENESIS platform is also used. The trials took place in July 2020 in the vicinity of the Ada Byron Builing, University of Malaga and in June 2021 in Malaga city centre using the 5G deployment of 5GENESIS. The Malaga Police Department took part as a final end-user, equipped with commercial mobile phones to receive and transmit live video in the coverage area of the deployed 5G network. 5GENESIS partners involved include: the Municipality of Malaga, Telefónica, University of Málaga. In the first trial, Telefonica operated the 5G radio deployment available in the city centre, connected via fibre connection to the core network and the 5G radio network available also at the Ada Byron building and operated by the University of Malaga.
The video solution, including the server and the application installed at the mobile devices, was provided by the company IDIS. Commercial 5G mobile devices were used by the policemen to transmit the video in real time to the tactical command centre. Once there, the video is relayed to other police officers on demand. The policemen can also receive the video recorded by fixed cameras or by ther agents. The motorcycles from the police and the mobile tactical command centre were also equipped with 5G devices to provide them with 5G data connectivity.
The trials were key to:
The whole trial was monitored to measure video-related KPIs and potential network issues. The video quality was good enough to support standard Police practice.
Live video quality for security in mobility conditions could be affected by packet losses, jitter and throughput. The 5G throughput and some features like Proactive Scheduling, which reduce time to load first media frame, guarantees better resolution and latency than 4G systems.
